Conveyance Standards

Responsibility

The County Engineer reviews all major subdivision plans as well as conducting inspections of the actual construction. Minor subdivisions (lot splits) are reviewed by the County Engineer on behalf of the regional planning commission. Copies of both subdivision regulations and technical design standards are available at the office of the Champaign County Engineer.

Champaign County Conveyance Standards

The Champaign County Conveyance Standards Download PDF were adopted on October 1, 2001 and updated October 1, 2015. As directed by sections 315.251, 319.203, and other sections of the Ohio Revised Code, and to provide a consistent method of review, the following standards are hereby adopted to govern the conveyance of real property to be transferred on the tax list of Champaign County and survey plats and descriptions of real property to be provided in conjunction with such conveyances.

The intent of these standards is to insure proper and accurate descriptions of property, to correct any errors that are evident, and to insure that property is accurately described for tax purposes. It is understood that all situations cannot be covered by these requirements and when situations not covered arise they will be handled as special cases and will be interpreted by the County Engineer's Office and the County Auditor's Office.

Authors of instruments of conveyance in which the legal description of the most recent conveyance does not carry a prior County Engineer approval stamp are strongly encouraged to submit descriptions to be reviewed by the County Engineer prior to the anticipated date of conveyance. While we understand it would require additional time for the document to be processed, we find it is necessary to give ample time for the review. This procedure will help avoid delays and allow time for any corrections that are necessary. Documents will be reviewed on a "first in, first out" basis and will not be subject to any deadlines or closing dates.

Champaign County Common Access Drive Regulations

Common Access Drives (CAD) Download PDF provide an alternative to construction of public or private streets for accessing small numbers of lots and reduce the number of driveways along public roads. A CAD may be permitted based upon a case-by-case evaluation of the site and projects specific characteristics such as, but not limited to: access management and traffic safety, slopes, drainage, preservation of environmentally sensitive areas, access and maneuvering room for firefighting vehicles, and compliance with local zoning codes. CAD must be designed by an engineer or surveyor in accordance with the Champaign County Common Access Drive Regulations.

The County Engineer issues Driveway Permits for County and Township roads. All driveway inquiries on State routes should contact the local State DOT garage. All new house numbers, not in municipalities, can use the New House Numbers Form. We also handle permitting of oversize and overweight vehicles on County and Township roads along with Right-of-Way Work Permits.

The Champaign County Engineer is also the Champaign County Flood Coordinator. Any construction within a flood plain should have an approved Flood Hazard Development Permit.

Floodplain Information

The Federal Emergency Management Agency (FEMA) is currently undergoing a Map Modernization program. This modernization will convert the National Flood Insurance Program (NFIP) maps from a paper-based format to a digital format. NFIP maps in a digital format will allow the use of revised data and improved technologies to better identify the dynamic flood hazard conditions that may not currently be reflected due to development and/or natural changes in the environment. Champaign County maps were updated and became effective November 18, 2009.

The flood hazard boundaries can be viewed on the Map page. To view the flood hazard area select the following layer:

The Office of the Champaign County Engineer

History of the Office of the Champaign County Engineer

The state of Ohio was admitted into the union in 1803. In 1805 Champaign County was organized from parts of Greens and Franklin Counties. One of the original offices created by the first General Assembly was that of County Surveyor. In 1935 the title of the office was changed to "County Engineer." The County Engineer must be both a Registered Professional Engineer as well as a Registered Professional Surveyor. The County Engineer is charged with improving and maintaining the county system of highways and bridges. Additional tasks include assisting citizens with problems relating to certain drainage ditches as well as making and maintaining an accurate set of maps showing land boundaries, ownership, acreage or size, and parcel numbers to assist the County Auditor in keeping records for real estate taxation. The Champaign County Engineer has, in recent years, assumed the responsibility of reviewing plats for the Champaign County Planning Commission and assisting the planning commission in an advisory role.

What We Do

Maintenance, Operation, and Administration

Preservation of Champaign County's existing road and bridge network is the main focus and the responsibility of the Champaign County Engineer. This network consists of a preventative maintenance program for 242 miles of County roads, 216 bridges, and more than 2,200 culverts, 3300 traffic signs, 24,600 linear feet of guardrail. The Champaign County Engineer also assists the Champaign County townships in their road maintenance effort.

The office staff of the Champaign County Engineer is responsible for design and development of plans for construction projects, driveway and utility permitting, bridges, culvert and ditch inspections, providing tax map drafting services for the county and other personnel and administrative functions.

Roads

Champaign County has 340 miles of township roads, 242 miles of county roads, 216 bridges, more than 2200 culverts, and more than 3300 signs. In addition to day-to-day maintenance, the Champaign County Engineer is responsible for repair, widening, resurfacing, and construction of county roads. A yearly inspection of all bridges on county and township roads is also done. The County Engineer serves as a consultant to the townships for their construction activity.
